In October, 2004, Texas Department of State Health Services (DSHS) which provides the Community Mental Health and Substance Abuse Services, through the Governor’s Office, was awarded through a cooperative agreement with The Center for Substance Abuse Prevention (CSAP), a five-year $11.5 million grant that is founded on the federal Substance Abuse Mental Health Services Administration's (SAMHSA’S) Strategic Prevention Framework. This Framework will provide local community coalitions with the expertise to carry out planning and implementation of community prevention activities targeted to promote social norm changes through implementation of environmental strategies. DSHS will oversee funding the eligible coalitions to meet the following goals: 1) Reduce alcohol related motor vehicle fatalities among 12 to 25 year olds; 2) Reduce alcohol and mental health-related problems among youth ages 12 -25 in communities; and 3) Build prevention capacity and infrastructure at the state and community levels. The Texas Epidemiological Workgroup (TEW) has been developed through the TSIP SPF Funding Opportunity to provide a comprehensive picture of alcohol related substance abuse, mental health and related prevention needs and resources in the state. The TEW consists of a group of social science researchers from state agencies and universities.
